The Ministry is mandated to create an enabling environment for sustained provision of Land, Housing and Urban Development services to promote and encourage sustainable  development. In pursuit of this mandate, the Ministry is implementing a flagship project to construct 10,000 houses for Security Institutions across the country in order to provide decent accommodation for security Institutions (Malawi Defence Force, Malawi Police Service, Malawi Prison Service and Immigration and Citizenship Services.

The Ministry of Lands has developed an innovative strategy to fast – track the implementation of the project and wishes to engage suitably qualified and experienced professionals to fill the following vacant posts tenable at the Infrastructure Management Unit – Lilongwe.

Post : Chief Quantity Surveyor (Grade F)
Salary : Within the range of Grade F salary scale segment
Reporting to : Infrastructure Management Coordinator (Grade E)
Location : Infrastructure Management Unit in the Ministry of Lands, LilongweThe Chief Quantity Surveyor also known as Cost Consultant ensures that Building Projects remain within estimated budgets. He/she provide cost and material estimates, draw up projected budgets and work alongside a team, noting any design changes and their effect on cost. The Chief Quantity Surveyor often liaise with Builders, Architects, Engineers and other contractors.

The Chief Quantity Surveyor will be tasked with analysing existing budgets and making improvements, reviewing plans and preparing quantity estimates, negotiating with various contractors and vendors, as well as building relationships with clients and site managers.

Qualifications:
The applicant must have the following qualifications and attributes,

    • Bachelor’s Degree in Quantity Surveying, Structural or Civil Engineering.
    • Must have 7 years work experience of professional practice in a busy organization or firm;
    • Those with Master’s Degree in Quantity Surveying, Structural or Civil Engineering will have an added advantage;
    • Must be registered with Surveyors Institute of Malawi or relevant bodies recognized by the local professional body;

Duties:

    • Reviewing construction plans and preparing quantity requirements;
    • Scrutinizing maintenance and material costs, as well as contracts to ensure the best deals:
    • Liaising with site managers, clients, contractors and subcontractors
    • Preparing reports, analysing contracts, budgets, conducting risk assessment and preparing other relevant documents;
    • Advising managers and clients on improvements and new strategies;
    • Keeping on track quantity of materials and ordering more when required.
    • Documenting any changes in design and updating budgets,
    • Establishing and maintaining professional relationships with external and internal stakeholders.

Strong analytical and critical thinking skills;
Sound knowledge of construction;
Excellent negotiating and interpersonal skills
Ability to organize, plan and strategize;
Great networking abilities.

Terms and Conditions of Employment
The Ministry of Lands shall offer employment on Non-Established (NE) terms for a period of three (3) years.
