Christian Health Association of Malawi (CHAM)

The Christian Health Association of Malawi (CHAM) is an ecumenical association of Church-owned facilities in Malawi and the Secretariat is the central coordination unit of the Association.  CHAM is the second largest provider of health services in Malawi with 194 Health Facilities and 11 Training Colleges which are located in all parts of the country. Over 75% of CHAM Health Facilities are situated in the remote and hard-to-reach areas.  The objectives of the organization are to facilitate, provide technical support, and develop health services among all member facilities in order to achieve equity in access to health care, patient care and in all matters, to act for the benefit of the people of Malawi.

CHAM Secretariat invites applications from suitably qualified persons to fill various positions which are contingent upon award of the PMI Case Management and Social Behavior Change Project.  The positions are tenable in Lilongwe and are as follows:

Purpose of the Job

The Chief of Party will provide leadership for the overall management to ensure strategic, programmatic, technical, and financial integrity of an upcoming USAID-funded Malaria and SBC Project in Malawi.

Duties and Responsibilities

  1. Serving as the primary point of contact to USAID/PMI, NMCP and Ministry of Health on the project, as well as private and non-government stakeholders.
  2. Leading the work planning process in close collaboration with USAID, Ministry of Health, key stakeholders, and the project team
  3. Overseeing the quality, preparation, and timely submission of project reports to USAID
  4. Ensuring the project is technically sound, evidence-based and responsive to the needs of countries, its people and donors
  5. Promoting, upholding, and modeling a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID grants, including financial tracking and oversight of partner budgets, finance, administration, and reporting to USAID. Approve program expenditures, budget adjustments, and cost modification requests to donors.
  6. Ensuring, compliance with the terms of the award, quality and sustainability of interventions.
  7. Developing and maintaining strong working relationships with Ministry of Health, private sector partners and other key stakeholders in Malawi to maximize resources and avoid duplication of efforts.
  8. Representing CHAM and the project in various platforms such as meetings and conferences and share progress, achievements and lessons learned to donors, other key stakeholders.
  9. Collaborating with project team to build capacity in malaria service delivery and social and behavior change programming to improve malaria prevention and health-seeking practices and behaviors
  10. Mentoring, supporting, supervising and managing a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  11. Providing guidance, in collaboration with senior staff, to subcontractors and sub-grantees
  12. Working with the Business Development Unit to mobilize resources for the Malaria and other programs for CHAM
  13. Oversee development and/or review project materials and publications
  14. Working with finance and project staff to develop and track project budget expenditures.
  15. Working with Monitoring and Evaluation staff to develop frameworks and effectively track data/results.

Qualifications and Experience

  1. A minimum of Master’s Degree in Public Health, Business Administration or any related field.
  2. A minimum of 10 years working experience in successfully managing large, multi-partner, multi-year health sector projects that have implemented successful activities, ideally in Malaria and SBC.
  3. A minimum of 7 years of experience managing donor funds with USAID or other donor-funded health projects preferably as a Chief of Party, or equivalent.
  4. Understanding of Malawi health systems, gaps and opportunities in primary health care, Malaria and SBC.

Requisite Knowledge, Abilities and Skills

  1. A self-starter, strategic thinker and very creative
  2. Ability to work under pressure and deliver results on time
  3. A good team worker with excellent interpersonal, communication, negotiation, advocacy and team building skills
  4. Knowledge in establishing project systems and overseeing project start-up and close-out.
  5. Noteworthy diplomacy skills and proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and other local and international stakeholders including NGOs and CSOs.
  6. Excellent knowledge of USAID regulations, compliance and reporting requirements.
  7. Expertise in research to practice—identifying and adapting best practices to specific project contexts.
  8. Excellent facilitation, supervision, team building and collaboration skills in facilitation, team building, coaching and coordination.
  9. Excellent verbal, written interpersonal and presentation skills in English and Chichewa preferred.
  10. Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff.
  11. Ability to travel nationally at least 30% of the time.
