Post : Chief Budget Analyst (Tax Analysis and Inter-Relations)
Grade : F/P5
Responsible to : Assistant Clerk of Parliament (Budget Office)

Main Purpose of the Job
To coordinate overall revenue projections and provide strategic guidance in policy analysis and resource mobilisation measures proposed in the national budget to Parliament.

Duties of the Post

    1. Provides intellectual leadership in analysis of economic forecasts and projections;
    2. Coordinates the assessment of macro-economic impact of Government Tax policies and Finance Bill;
    3. Leads in carrying out appropriate analysis and offer advice to Parliament on alternative means or options of financing the National Budget;
    4. Oversees the conceptualization, design and implementation of analytical research on public debt, debt sustainability and debt utilisation on all Government loan applications to Parliament;
    5. Guides preparation of economic and sectoral performance measurement indicators oversight and legislative functions of Parliament;
    6. Builds professional capacity of the Tax Analysis and Inter-Relations Section staff by designing and implementing capacity development programmes;
    7. Manages an up to date Parliamentary data bank of key variables and indicators on tax and inter-relations; and ease of accessibility to Parliament and its relevant Committees;
    8. Provides a strong linkage between the Economic Planning Department, Reserve Bank and Parliament on budgetary and national economic issues;
    9. Formulates the framework for regular budget briefings to MPs and Committees; and,
    10. Coordinates provision of periodic performance reports of the Tax Analysis and Inter-Relations Section.

Qualification and Experience
Must have a Bachelors’ Degree in of Social Science or Economics or Agricultural Economics coupled with over five (5) years’ relevant work experience in Public Finance related area. Those with post graduate qualification majoring the stated areas will have an added advantage. Must have sound knowledge of National Budget Process and fiscal policy
analysis.
