Fixed Term Position until 30 September 2023

Job Summary

Under the supervision and guidance of PI, C+T Lead will ensure that HIV Care and Treatment interventions are clinically sound, evidence-based, and aligned with the priorities of Malawi’s Ministry of Health (MoH), donors, and program beneficiaries. The CTL will work closely with district Teams to provide technical support to the District Team Leads (DTLs) who will ensure rapid implementation of RTCM’s innovation and sustainable results.

Together with CTL will be responsible for maintaining a high level of expertise and innovation in HIV C&T, in particular the area of antiretroviral treatment (including patient readiness to start ART, adherence, DSD Models,defaulter tracking and retention, roll-out of viral load testing and audits, treatment monitoring including treatment failure and documentation of promising practices and treatment outcome.

Essential Duties:

· Support development of evidence-based strategies for adult HIV patients along the continuum of HIV care for the program

· Promoting innovative programming in HIV C&T across RTCM’s programs

· Provide technical guidance in the implementation of the service delivery component of adult care and treatment across the program.

· Support development of annual, quarterly and monthly work plans; monitor and report on progress towards project milestones related to adult care and treatment component on regular basis as required.

· Lead the development of technical tools, SOPs and guidance to support implementation of high quality, evidence based and innovative interventions for adult care and treatment across the program

· Track and report on all adult care and treatment related inputs, processes, outputs, outcomes and impact at supported sites in collaboration with ZTLs to ensure that adequate progress is made towards set targets.

· Ensure the development and implementation of adherence and defaulter tracing related tools and SOPs and document outcomes to inform programming

· Work with M&E team to monitor and evaluate facility linkage activities (both intra and inter facility) including developing and ensuring use of relevant tools to support implementation and monitoring the outcome.

· Provide technical support, guidance(tools, required resources) and work closely with community focal person coordinating the training activities for lay health care providers and intervention they provide to support the 2nd and 3rd 95.

· Support the STA in identifying evaluation questions and interventions, evaluating, documenting, disseminating and scaling up promising practices of adult care and treatment interventions and regular monitoring and technical reports as required.

· Provide technical support in developing strategies and interventions to improve the integration of relevant services (e.g. FP, TB, NCD) in collaboration with ZTLs

· Providing technical assistance, training, and mentoring to support RTCM’s district teams in Adult C&T

· Developing comprehensive training materials, SOPS and tools for HIV model clinics and systematically update technical and other staff on HIV C&T

· Work with the STA with support from DoP to develop system and strategies for monitoring EWIs

· Supporting building organizational capacity for C&T

· Work closely with STA to ensure initiation and implementation of data-driven, evidence-based approaches to differentiated service delivery to optimize test and treat guidance( including early initiation-SDI,active follow-up of VLT and monitoring)

· Responsible for knowledge management related to care and treatment across the program

· Represent RTCM in national TWGs and TACs, external meetings, working groups related to adult HIV C& TL

Required Qualifications

· Medical Degree Or Nursing Degree

· Master degree in Health is an added advantage.

Required experience skills and knowledge

· Strong experience in providing mentorship and technical assistance

· Self-motivated and demonstrated success in building effective programs

· Results oriented

· Clinical experience in advanced HIV care and treatment

· Excellent oral and report writing and presentation skills. Proven ability to write high quality scientific/management documents

· Excellent collaboration and partnering skills in a teamwork environment

· Ability to manage multiple priorities
