Post : Budget Analyst (Tax Analysis and Inter-Relations)
Grade : H/P8
Responsible to : Principal Budget Analyst (Tax Analysis and Inter-Relations)

Main Purpose of the Job
To carry out revenue projections and provide guidance in policy analysis of revenue and resource mobilisation measures proposed in the national budget.

Duties of the Post

    1. Analyzes macroeconomic forecasts and projections including variables such as GDP, gross and net revenue, sectoral growth, inflation, balance of payments, national debt, monetary aggregates, interest rates and securities market rates;
    2. Assesses the validity of assumptions underpinning Government Tax policies in line with factors affecting outturns;
    3. Conducts analytical research on public debt (external and domestic) and analyzing debt sustainability and debt utilization and value for money on Government loan applications to Parliament;
    4. Prepares economic and sectoral performance measurement indicators for Parliament and its committees for implementation during oversight and legislative processes;
    5. Conducts research leading to interpretation and finding the implication of Government policy proposals, initiatives and interventions on the national economy and in particular the real sector;
    6. Produces quarterly analytical performance reports on the National Budget, Government Fiscal operations, tax and non-tax revenue and Government releases;
    7. Analyzes Government Finance Bill, tax and non-tax amendments, new tax measures, tax waivers to ascertain their effects on the economy;
    8. Explores and proposes alternative means or options of financing the National budget
    9. Examines and assesses financial, economic, gender, environmental impact of past and proposed legislation;
    10. Assists in the preparation and development of sectional annual work plans.

 

 

Qualification and Experience
Bachelors’ Degree in of Social Science or Economics or Agricultural Economics coupled with two (2) years’ relevant work experience in Public Finance related area. Must have sound knowledge of National Budget Process and fiscal policy analysis.
