STAFF VACANCY ANNOUNCEMENT
The Lilongwe University of Agriculture and Natural Resources (LUANAR) invites applications from suitably qualified candidates to be considered for the post of Assistant Registrar (Administration) tenable at its Bunda College and NRC campuses. The Assistant Registrar reports to the University Registrar and is responsible for provision of leadership and strategic direction in the management of administrative services.
Duties and Responsibilities
1. Managing Outsourced Services
- Oversee and manage contracts for outsourced services such as security, cleaning, catering, and maintenance.
- Ensure compliance with service level agreements (SLAs) and monitor service providers’ performance.
- Liaise with external contractors to ensure timely and quality service delivery to meet university standards.
- Conduct regular evaluations and reviews of outsourced services to ensure cost effectiveness and quality control.
- Assist in preparing and managing the budget for outsourced services.
- Work with the procurement department to ensure proper tendering processes and adherence to university procurement policies.
- Address complaints or issues related to outsourced services promptly and implement corrective actions where necessary and provide regular feedback to contractors.
2. Fleet Management
- Coordinate budgeting processes for vehicles and fuel requisitions and submit to the Registrar for approval.
- Manage the university’s fleet of vehicles, ensuring regular maintenance and service schedules are followed.
- Implement cost-effective strategies for fleet utilization, ensuring vehicles are used efficiently. Ensure all university vehicles meet regulatory standards, including roadworthiness and insurance requirements.
- Implement safety protocols for the transport of staff, students, and goods.
3. Servicing Committees
- Provide secretariat services for various university committees, ensuring efficient scheduling and logistical arrangements.
- Prepare and circulate agendas, minutes, and reports for committee meetings.
- Ensure timely follow-up on committee decisions and action points.
- Liaise with relevant stakeholders to implement resolutions passed by the committees.
- Maintain accurate records of committee meetings and decisions.
4. General Administrative Support
- Implement university policies and procedures across various administrative departments.
- Supervise the day-to-day activities of administrative staff, ensuring efficient operation and productivity.
- Coordinate the organization of university events such as graduations, seminars, and conferences, managing logistics and protocol.
- Oversee records management, ensuring all official university documentation is properly maintained and archived.
- Serve as a liaison between departments, external agencies, and university leadership to facilitate smooth communication.
Qualifications, Experience, Skills and Attributes
- A Master’s degree in Administration, Management, Human Resources Management, or a related discipline.
- Proven 5 years’ experience in administrative management, preferably in a university or higher education institution.
- Familiarity with university governance and operational systems
- Strong organizational and time-management skills.
- Excellent communication and interpersonal skills.
- Strong leadership and team management capabilities.
- Knowledge of transport, fleet management, and outsourced services.
- Ability to handle sensitive information with discretion.
- Strong attention to detail and problem-solving skills.
Terms and Conditions of Engagement
The successful candidate shall be engaged on an initial 2-year contract before they can be considered for permanent appointment based on satisfactory performance. The position comes with an attractive compensation package in accordance with the LUANAR Staff Regulations and Conditions of Service (2023), which includes competitive salary, benefits, and other entitlements as applicable.
