Request For Expressions Of Interest
Project Background
The Malawi Government received financing from the World Bank towards the implementation of
the Equity with Quality & Learning at Secondary (EQUALS) Project and intends to apply part of the
proceeds for consulting services of an Assistant Quantity Surveyor.
The overall Project Development Objective (PDO) is to improve the quality of Mathematics and
Science Instruction and increase access to Secondary Education in Community Day Secondary
Schools (CDSSs)
The Assistant Project Quantity Surveyor (“the consultant”) will provide Construction Management
and Supervisory Services for construction of classroom blocks, multi-purpose science block, gender
and disabled friendly ablution blocks, blocks comprising a library and ICT laboratory.

The Ministry of Education now invites eligible individuals (“Consultants”) to express their interest in
providing the Services. Interested Consultants should provide information demonstrating that they
have the required qualifications and relevant experience to perform the required services.
Reporting Requirement
The Assistant Project Quantity Surveyor will be reporting to the Project Quantity Surveyor.
Duty Station
The duty station for the Assistant Quantity Surveyor will be Lilongwe (Education Infrastructure
Management Unit – EIMU)
Duration of the assignment
It is a One (1) year assignment, renewable subject to satisfactory performance, availability of funds
and need.
Qualifications Requirements
The qualification requirements are as follows:
1. Should have a Bachelor’s Degree in Quantity Surveying, obtained from an accredited institution
2. Should be registered with Surveyors Institute of Malawi (SIM) and Board of Architects and Quantity Surveyors (BoAQS) professional bodies.
3. Should have at least Five (5) years’ experience in building structures
Selection
The selection procedures will be in accordance with the World Bank Guidelines: Selection and
Employment of Consultants under IBRD Loans and IDA Credits and Grants by the World Bank
Borrowers’ dated January 2011, Revised July 2014 (Guidelines) and provision stipulated in the Financing Agreement.

Shortlisting Criteria
Only those candidates who meet the stipulated academic and experience requirements will be shortlisted for interviews.
