A. INTRODUCTION AND BACKGROUND

Nurses and Midwives Council of Malawi (NMCM) is the regulatory body of Nurses and Midwives established in 1966 under the act of parliament Laws of Malawi Cap 36:02.

NMCM is mandated to develop, maintain, monitor, evaluate and control the profession of Nursing and Midwifery thereby contributing to the national goal of promoting the heaith status of Malawians. As a regulatory, NMCM has the role of regulating the education, training and practice, and professional conduct of Nursing and Midwifery personnel in the country.

NMCM is inviting suitably qualified and experienced Malawian Nationals to fill vacant position of Assistant Procurement Officer tenable at NMCM offices in Lilongwe. The following are the required personnel and work-related traits for the vacant position

Job title: Assistant Procurement Officer

Purpose of the job: To provide procurement services

Key duties and responsibilities

  1. Leading in preparing annual procurement; logistics and insurance plans and their related budget estimates including monthly, quarterly and annual implementation plans in respect of the Council’s supply, logistics and insurance programs.
  2. Servicing Council’s Evaluation and IPDC as secretary to ensure accurate recording of all proceedings of Internal Procurement Committee and timely production of IPDC minutes
  3. Receiving duly approved goods and services requisition forms from user Directorates and sourcing quotations of goods and services for presentation to Council IPDC
  4. Liaising closely with relevant heads of Directorates on the demand levels for material items and on the quotations sourced to ensure that right type of items of right quality is made available at right outlets at right time in right quantities as required by the customer.
  5. Managing the actual process of procuring goods and services in line with items and sources duly approved by Council IPDC and producing monthly procurement returns and reports for submission to user Directorates and PPDA
  6. Advising management and stakeholders on matters relating to procurement specifications, logistics and Insurance and submitting various relevant periodic reports.
  7. Attending various meetings related to procurement issues to represent interests of the Council
  8. Participate in preparing bidding documents for procurements through tenders and participating in strategic sourcing, contracting, procurement and supplier oversight of assignments within the framework of the Public Procurement Act and Regulations.
  9. Answering queries related to procurement matters and any other duties relevant to the post as assigned from time to time.

Minimum Qualification and Work Experience

  • Diploma in Procurement and Supplies
  • Four years’ experience in similar position
  • Registered with professional body related to procurement will be an added advantage
  • Self drive, excellent interpersonal and communication skills, team working sprit
