A. INTRODUCTION AND BACKGROUND
The Malawi Energy Regulatory Authority (MERA) was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators.
An opportunity has arisen to engage qualified persons of Malawian origin to fill positions of Human Resource and Administration Manager, Senior Renewable Energy Regulation Specialist, Senior Fuels Regulation Specialist, Economic Regulation Specialist, Procurement Officer and Assistant Procurement Officer tenable at MERA Head Office in Lilongwe. Management therefore invites applications from suitably qualified candidates to fill the six
(6) positions on permanent basis.

B. POSITIONS
Post: ASSISTANT PROCUREMENT OFFICER
Grade: M6
Reporting to: Procurement Officer.
Responsible for: N/A.
Purpose of the Job
To facilitate procurement of goods, works and services in a timely, professional and cost-effective manner.
Key Duties
a. Interpreting procurement policies, plans, procedures, standards, and regulations.
b. Liaising with requisitioning units to come up with correct product and service specifications.
c. Sourcing quotations and preparing bid documents.
d. Facilitating closing, opening and evaluation of quotations and bid documents and preparing evaluation reports.
e. Drafting request for quotations, contracts and bid documents.
Minimum Education Qualification and Experience
The ideal candidate for the position must:
a. Posses a Diploma in Procurement or Logistics and Supply Chain Management
b. Have two (2) years’ relevant work experience.
Membership with relevant professional body will be an added advantage.
Competences and Personal Attributes
The ideal candidate for the position must
a. Be a team player with high level of integrity.
b. Excellent communication skills.
c. Be results oriented and be able to work under pressure and during odd hours.
d. Be decisive, self-motivated, and assertive.
e. Be conversant with Microsoft packages.
