The Atomic Energy Regulatory Authority (AERA) was established under the Atomic Energy Act of 2011 with the mandate of regulating the importation, exportation, transportation, production, processing, possession, handling, use, storage and disposal of radiation sources, nuclear materials, and any other radioactive materials in the country to ensure the protection of people and the environment from any harmful effects of ionizing radiation.

The Authority is inviting applications from eligible and qualified individuals to fill the following position:

Job Title : Assistant Procurement Officer

Grade : AE5

Division : Human Resource and Administration

Reporting to : Human Resource and Administration Manager

PURPOSE, ROLES AND RESPONSIBILITIES

Purpose of the Job

To manage the Authority’s procurement services.

Key Duties and Responsibilities

  • Developing and reviewing of the Authority’s procurement and supply policies, strategies, manual, annual procurement plans/work plans and budget.
  • Planning, organizing,directing and coordinating implementation of procurement services.
  • Mobilizing of resources for operations in respect of procurement programs.
  • Procuring goods works and services in liaison with user departments and in accordance with the Authority Guidelines, Public Procurement and Disposal of Assets Act and Development partners procurement regulations.
  • Preparing Tender Documents, Request for Proposals (RFP), Pre-qualification and contract documents.
  • Coordinating the preparation of Procurement Notices for advertisement with the media.
  • Organizing and coordinating opening of Tenders and Proposals.
  • Carrying out duties as Secretary for all Evaluation and Internal Procurement and Disposal Committee (IPDC) meetings and providing technical advice.
  • Preparing bid evaluation reports for forwarding to IPDC for approval and/or records.
  • Coordinating inspection of goods and equipment supplied.
  • Conducting contract administration for goods, works and services.
  • Preparing timely reports and submitting relevant reports to OPP and Development partners.
  • Advising the IPDC, Divisions and Sections on all matters relating to procurement.
  • Liaising with Government and relevant Development partners on issues affecting procurement
  • Carrying out research on market trends on key product prices, availability and suppliers.
  • Conducting performance rating and supplier appraisal for\u00a0all suppliers of goods and services.
  • Performing any other duties relevant to the post as may be assigned.

PERSON SPECIFICATIONS

Minimum Qualifications and Work Experience

  • Diploma in Procurement and Supply Chain Management Business Administration with CIPS Professional
  • Diploma from an accredited institution recognized by National Council of Higher Education (NCHE).
  • A minimum of three (3) years experience in procurement and supply chain management in a busy organization.
