Lilongwe Water Board

The Lilongwe Water Board is a Statutory Corporation established in 1947 and re- constituted under the Water Works Act (Cap 72). It is responsible for the provision of water supply services to the City of
Lilongwe and surrounding areas designated as its supply area. The Board is inviting applications from suitably qualified candidates of Malawian origin to fill the following vacant positions on Temporary basis.

ASSISTANT PROCUREMENT AND DISPOSAL OFFICER

Reporting to the Procurement and Disposal Officer, the Assistant Procurement and Disposal Officer will be responsible for the following:

Key Duties and Responsibilities

a) Assisting Procurement and Disposal Officer in Procurement of Goods, Services and Works through Request for Quotations (RFQ) procurement method.
b) Confirming that all procurement activities under RFQ procurement method are approved by the Internal Procurement and Disposal Committee (IPDC) prior to issuing out of Local Purchase Orders (LPOs).
c) Proper management of RFQ procurement method process.
d) Production and following up on Local Purchase Orders (LPOs).
e) Handing over copies of procurement related documents to stores for receipt of goods and raising of Goods Received Notes (GRN).
f) Ascertaining budget availability for all the goods, works and services being required.
g) Proper management of duly approved requisitions from users.
h) Assisting with user sections with inspection of goods to make sure that the incoming goods strictly conform to the prescribed specifications.
i) Assisting the Procurement and Disposal Officer in preparation of Bid Evaluation Reports for both Lilongwe Water Board and Donor financed procurements.
j) Assisting the Procurement and Disposal Officer in preparation of Intention to Award Notices.
k) Assisting Procurement and Disposal Officer in preparation of tender results for publication.
l) Assisting Procurement and Disposal Officer in preparation of Bidding Documents in accordance with Public Procurement & Disposal of Assets 2017 Act and Public Procurement Regulations.
m) Following-up on all outstanding procurement activities.
n) Production of monthly procurement reports before 15th of the succeeding month .
o) Requesting for World Bank’s No Objections on various prior approval procurements via STEP (Systematic Tracking of Exchanges in Procurement)
p) Uploading of various Procurement documents in World’s Bank’s STEP system
q) Keeping /Filing of Procurement related documents.
r) Observing the professional code of ethics at all the time during performance of duties.
s) Demonstrating outstanding commitment to service delivery programs of the Board by personally identifying and reporting water bursts/leakages to customer care Division of which verifiable repair records shall be used during performance appraisal as one of the components to be assessed for time.

Minimum academic, professional qualifications and work experience

A minimum of Degree in Procurement and Logistics/Supply Chain Management or Graduate/Professional Diploma in Chartered Institute of Purchasing and Supply (CIPS). Must be a dully registered with the Malawi Institute of Procurement and Supply (MIPS) with a minimum of 3 years post Qualification Experience.
