INTRODUCTION

The National Commission for Science and Technology (NCST) is a fully subvented parastatal organization established under the Science and Technology Act, No. 16 of 2003. The main function of the Commission is to advise the Government and other stakeholders on all science and technology matters in order to achieve a science and technology led development. The Commission fulfils its legal mandate through promoting, supporting, coordinating and regulating the development and application of Science, Technology and Innovation so as to create wealth in order to improve the quality of life.

JOB IDENTIFICATION FACTORS

PURPOSE, ROLES AND RESPONSIBILITIES

Purpose of the job: To provide human resources and genera administrative services.

Key Duties and Responsibilities

  1. Initiating the development and review of human resource policies, strategies, work plans and budgets;
  2. Maintaining staff records in appropriate format for easy access and retrieval;
  3. Managing insurance of the NCST’s Assets;
  4. Administering salaries, wages and pensions;
  5. Interpreting and implementing conditions of service;
  6. Managing leave days for the members of staff;
  7. Processing application letters for employment;
  8. Handling industrial relations and worker’s compensations;
  9. Monitoring the performance of the organization by providing cleaning and other outsourced services by the Commission;
  10. Maintaining asset register and administrative records and managing inventory;
  11. Managing fleet of the Commission;
  12. Facilitating the organizational logistics for the welfare of staff and their official trips, workshops, seminars, retreats, Conference abroad and local;
  13. Conducting performance appraisal of staff under charge.

JOB SPECIFICATIONS AND PERFORMANCE FACTORS

Minimum Academic and Professional Qualifications/Experience

  • Advanced Diploma in Human Resources Management/Business Administration/Public Administration;
  • At least 4 years’ experience in related field.
