The Bantwana Initiative of World Education Inc. (WEI/Bantwana) seeks a qualified AGYW and
Prevention Services Technical Lead for the USAID and PEPFAR funded Ana Patsogolo Activity, a project
aimed at preventing new HIV infections and reducing the vulnerability of orphans and vulnerable
children (OVC) and adolescent girls and young women (AGYW).

Job Title: AGYW Technical Lead and Prevention Services

Reports to: Chief of Party

Location: Blantyre, Malawi

Job Summary

The Technical Lead AGYW and Prevention Services is responsible for guiding the technical oversight of the AGYW/DREAMS and HIV Prevention component of Ana Patsogolo. The Technical Lead AGYW and Prevention Services will ensure ongoing donor responsiveness to emerging DREAMS programming, including layering of services, program completion, referrals and linkages to HTS and SRH. S/he will also provide oversight to Technical Specialists for clinical referrals, SRH/AFSH, HIV / GBV prevention and community gender norms change. This includes supporting the team to refine and leverage existing coordination mechanisms and platforms to address programming bottlenecks, improve reporting and responsiveness to changing beneficiary and donor needs, provide strategic oversight to Technical Specialists to effectively leverage and deploy resources, use planning processes effectively and strategically, improve outcomes, and, ensure responsiveness to ongoing programming shifts under PEPFAR 3.0 and other changes in the national policy or Malawi’s operating environment.

As a member of the senior team, the Technical Lead AGYW and Prevention Services will support the
development of organizational strategies and work plans, provide input into organizational policies and
systems, and support the COP in strategically guiding and strengthening Bantwana’s position in Malawi
in evidence-based, innovative AGYW programming responsive to PEPFAR 3.0 and other national and
donor priorities.

Key Result Areas

Specific Responsibilities and Duties:

Program Implementation

● Provide technical leadership and direction in alignment with program objectives, technical standards, best practices in the field and the global evidence base.

● Strategize and lead programming efforts to improve prevention services to AGYW and male partners.

● Provide technical supervision and oversee project implementation in target districts in coordination with other program partners and stakeholders.

● Keep abreast of research and policy developments related to AGYW programming to inform program strategy.

● Participate in sound overall management of project implementation in coordination with technical, monitoring and evaluation, and finance and grant management teams, to ensure technical quality and
coordination of services.

● Ensure project compliance with donor requirements, policies, and regulations.

Representation, Networking & Advocacy

● Liaise with government, NGO and private sector partners and stakeholders.

● Represent World Education/Bantwana in technical DREAMS-related meetings, OVC meetings, and other collaborative events.

● Collaborate with the DREAMS implementers and stakeholders to ensure areas where the vulnerable groups congregate are identified and services extended.

Project Monitoring and Documentation

● Develop high-quality DREAMS technical reports and deliverables for timely submission to USAID.

● Spearhead documentation of project activities and achievements related to AGYW/DREAMS.

● Conduct site visits and spot checks to districts, CSOs and activity locations to monitor implementation of DREAMS.

● Liaise with the M&E team in tracking and reporting related targets. Capacity Building

● Provide technical capacity building support to partner organizations, including seconded staff.

● Develop monthly, quarterly, and annual reports detailing the TA provided under this performance period.

Job Qualifications

● Degree in public health or Social Sciences, or any related field, with at least 8 progressive years of experience as a Specialist with a reputable NGO or donor agency. A Master’s degree is highly desirable.

● Demonstrated experience in HIV prevention targeted to vulnerable populations.

● Substantial experience in at least five of the following technical areas: HIV prevention targeted to priority population; HIV prevention targeted to adolescents and youth; HTC; Positive Dignity, Health and Prevention; social and behavior change communications; community development; gender; GBV. At least five years demonstrated PEPFAR experience in managing and supervising a team.
