REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANT)

SUSTAINABLE FISHERIES AQUACULTURE DEVELOPMENT AND WATERSHED MANAGEMENT PROJECT (SFAD-WMP)

The Government of Malawi has received financing from the African Development Bank toward the cost of the Sustainable Fisheries Aquaculture Development and Watershed Management (SFAD-WM) Project, and intends to apply part of the agreed amount for this Loan to payments under the contract for Consultancy Services for the position of Agribusiness and Fish Value Specialist for the SFAD-WM Project for a period of Two (2) Years.

 

 

The services included under this project are:

i) Development of annual programs of activities of the project under the fisheries entrepreneurship components, focusing on value chains and development of commercial links, youth entrepreneurship, women’s economic empowerment, and adoption of locally acceptable technologies in liaison with other services and partners;

ii) Responsible for the formalization of the consideration of rural women’s empowerment and gender aspects in all project activities;

iii) Development of training programs for fish producers and processors, value chain actor groups, as well as linking cooperatives and SMEs to formal business registration and banks;

iv) Development of training modules; recruitment of providers; implementation and monitoring of the various programs;

v) Formalization of the support to be given to community groups, particularly in relation to
economic empowerment and fish commodity trade;

vi) Monitoring producer organizations and communities supervised by the project;

vii) Evaluation of groups and structures formed and provide advice for capacity building;

viii) Contribution to technology package dissemination at the beneficiaries level and participation in the development of training modules;

ix) Monitoring development of aquaculture/fisheries processing and marketing infrastructures and cold storage chains;

x) Develop implementation plans towards post-harvest equipment, inputs, training, research and development for achieving the productivity and milestones set;

xi) Support to the organization of marketing and initiation of market studies in close consultation with partners, in support of production sectors;

xii) Conduct cost and earnings of agri-business development with fish products and identify local aquaculture/fisheries economic initiatives carried out by young people and women, and
formulate specific support to be provided for profitability;

xiii) Communicate on value chains through thematic notes, organization of sharing meetings on project approaches and results;

xiv) Work with decentralized fisheries services and organizations such as the Beach Village
Committees to facilitate formal registration of cooperatives and SMEs;

xv) Participation in liaison with the Procurement Officer, preparation of tenders and follow-up of the planning and management of service contracts related to his field of activity;

xvi) Identification of disadvantaged and marginalized groups, and formulation of specific support to be provided in the areas of intervention of the project;

xvii) Support the restructuring of women’s groups to be up takers and value chain retailers and exporters;

The Ministry of Natural Resources and Climate Change, Department of Fisheries now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services and should clearly demonstrate their qualifications, skills and experience as an Agribusiness and Fish Value Chain Specialist.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015 revised August 2020, which is available on the Bank’s website at http://www.afdb.org.
