Role Purpose

Reporting to the Program Director, the Advocacy and Communication Officer holds the responsibility for PIESEA’s advocacy and influencing, external communications, and dissemination of relevant information to various stakeholders especially the government around the inclusive education agenda. The incumbent shall provide support to the Program Director on the strategic direction of advocacy and social accountability of the entire project restricted to the country of operation. Further, the role shall drive and coordinate advocacy and engagement with structures at community and national level mainly on equitable resources for the inclusive education agenda.

Key Areas of Accountability
I.               Advocacy Management and Partnership-Building
·       Under the supervision of the Program Director, develop and implement PIESEA’s national Advocacy and Communications strategy, and link it with comparative strategies with other partners in the project across the region.
·       The Officer shall represent PIESEA in advocacy networks and other fora around the inclusive education sector to push for equitable funding stream.
·       The incumbent shall be diligent to scope new local and national partnerships and coalitions to influence policy alterations to benefit the inclusive education sector at community and national levels.

·       The Officer shall create tangible plans to start and develop relationships with diverse organizations and individuals to develop networks and increase collective impact on inclusive education resourcing.
·       In support of the leadership team, the officer shall assist in engaging with regional, and global groups/networks including policy ones to drive traffic around the inclusion agenda as relevant and required.
·       Generate the rational among the communities to influence system wide inclusive education financing and programming in line with national, regional, continental, and global charters.
·       Document and present evidence from the communities that prove and call for heightened call to policy modification translated into revived conversation on inclusive education agenda.
·       Ensure that advocacy and communication activities in the project are implemented in alignment with the project’s defined goal
·       With support from the Program Director, work as a hub between all research-related activities and advocacy-related activities to arrive at quality lobbying, strategic engagement, and subsequent policy moderations.
·       Diligently ensure the embodiment of advocacy and communication in all the project activities.

II. External representation and influencing
In coordination with the project’s leadership to ensure that the PIESEA project is well known externally and for key stakeholders in education, policy and advocacy give it the recognition it deserves.
·       Code all the learnings and findings that are taking place in the project and systematically disseminate them in an amplified version taking advantage of cost effect platforms such as social media.
·       Join and be present in key and specific sectoral platforms, CSO networks, SDG theme related events/campaigns/celebrations and share PIESEA exploits.
·       Champion the inclusive education agenda among existing networks/coalitions in education and related agendas.
·       Adopt and operationalize the project’s communication strategy with a tangible implementation and customized goals for the country the officer is based.
·       Ensure that PIESEA is strategically participating in / speaking at community, country level events related to inclusive education, and subsequent policies around it.
·       Support the Program Director in creating low-cost events including webinars.

III. External communications and dissemination
·       The incumbent shall ensure there is active and timely dissemination of critical information that will drive the inclusive education agenda by use of cost-efficient platforms such as Twitter, Facebook, and LinkedIn.

·       The Officer shall be proactive in creating evidence/story bank related to the inclusive education and policy with a knack to drive advocacy and lobbying.

·       Create a well thought out media engagement plan that will develop lasting relationships with local and national media bodies to execute different communication campaigns on inclusive education.

·       Promote and coordinate writing of academic or media articles on inclusive education sector, specifically focusing on the misalignment between available policies and implementation.

·       Drive the online presence of the PIESEA project by promoting the online policy-monitoring tool including managing pages and handles with regular updates to give the inclusive agenda prominence.

IV.           Visibility and branding
·       Contribute to, facilitate, and adopt the communication and dissemination strategy for the project including digital media.
·       Research and recommend cost-effective platforms that will enhance communication and branding efforts.
·       Lead and co-manage online media platforms designed to promote the work of the project across the country.
·       ENSURE consistency on messaging and positioning of the project’s visibility, paying attention to other events taking place in other countries participating in the consortium.

Oversight
The Advocacy and Communication Officer have a direct supervision role to the social worker(s).

Accountability
The incumbent shall have a dotted line supervision requirement to the Program Director based in the lead organization. He/she will directly report to the Programs Manager in his/her organization.

Qualifications
·       Bachelor’s degree preferably in the field of social sciences, diplomacy and advocacy, development communication, development studies, social work, and related fields from accredited universities.

·       5 – 7 years relevant working experience in similar job profile, ideally, in a consortium with remote schedules

·       Proven ability in successfully leading advocacy and lobbying projects/program resulting into policy modifications or development

·       Extensive and practical knowledge on effective and contemporary approaches in advocacy and lobbying

Other Essential Attributes
·       Thorough understanding of the humanitarian coordination system required, and experience engaging with all parts of the system an asset
·       Proven experience conducting evidence-based advocacy to influence humanitarian decision-making in a crisis setting
·       Proven ability to build strong relationships with and influence decision-makers, including donors and other relevant humanitarian/other actors
·       Demonstrable understanding of the role of NGOs in influencing change and ability to negotiate and strategise to ensure impact at crisis level
·       Excellent writing and analytical skills – ability to situate findings within a wider context
·       Strong working knowledge of Microsoft Office (Word, PowerPoint, and Excel) and Adobe Creative Suite (InDesign, Illustrator, Photoshop)
·       Proven experience of copy-writing and editing articles, reports and presentations
·       Excellent communicator, who shares ideas and can engage with a wide range of stakeholders
