A. BRIEF BACKGROUND
The project Sustainable Aquatic Food in Malawi (SAF Malawi) is part of the GIZ Global Programme Sustainable Aquatic Food (GP SAF) and aims to utilize the potential of sustainable aquatic foods to transform agriculture and food systems by: 1. Strengthening the capacity of small-scale producers to address the knowledge and skills gap in aquaculture and business management, 2. Promoting knowledge sharing of existing aquaculture innovations and approaches using regional and international knowledge exchange platforms, 3. Supporting the establishment of productive cooperations to facilitate business linkages between producers /processors and the private sector, 4. Supporting the capacity building of women-led organizations in the fish value chain to enable them to contribute to national and regional policy platforms, 5. Supporting the development of sustainable cage aquaculture in Malawi by improving the framework conditions for regulating cage aquaculture operations.
The project office is in Lilongwe, but the project is implemented in 18 districts. In this context, GIZ is seeking a suitable candidate for the position of Advisor to be responsible for Communication, Monitoring and Value Chain for SAF Malawi.
B. RESPONSIBILITIES:
The Advisor is responsible for providing strategic and technical support in the following areas: 1) Communication and Knowledge Management, 2) Monitoring, Reporting and Contracting, and 3) Project Technical Outputs.
C. TASKS
Specifically, the Advisor will support in the following areas:
I. Communication and Knowledge Management
  • Coordinate the strategic development and implementation of SAF Malawi’s communication and knowledge management as part of the overall strategy set-up for the Global Programme, in cooperation with an international communication company and Project Steering Unit.
  • Lead the drafting, production and dissemination of communication materials in cooperation with the international communication company (photos, audio content, success stories, multimedia and social media post etc.)
  • Prepare written content on project activities, studies and events for both external and internal audiences
  • Organize and conduct field and exposure visits including related communication materials in collaboration with the technical colleagues
  • Support reporting processes including proofreading and quality assurance of communication material
  • Support the development of a communication and visibility strategy for the women-led organisation Association of Women Fish Processors and Traders Network (AwFishNet)Facilitate the development finalisation and distribution of knowledge products working closely, if required, with the international communication company
  • Exercising all responsibilities according to GIZ’s corporate principles and designs
  • Coordinate with implementing partners, clients, the project management and consulting in the area of communication and knowledge management
  • Organise and maintain communication materials and knowledge products for easy access and reference.
II. Monitoring, Reporting, Contracting
  • Assist in the development and operation of the project’s Monitoring & Evaluation (M&E), including data collection and analysis in close coordination with the M&E Project Focal Point and Project Steering Unit.
  • Guide project implementing partners on M&E processes in line with project standards
  • Support the Team Leader and technical staff in drafting and compiling project reporting
  • Develop terms of reference and technical specifications for service contracts and procurement of material goods and technical coordination of local or international procurement procedures
  • Responsibility for proper service delivery and use of funds

III. Support to Project Technical Outputs
  • Contribute to the implementation of SAF Malawi’s Operational Plan
  • Support the establishment of cooperations along the aquaculture value chain working closely with the respective technical advisor
  • Support technical staff in preparing and conducting field visits and event and stakeholder engagements.
D. REQUIRED QUALIFICATIONS AND EXPERIENCE:
Academic Background:
  • University Degree in a relevant field (communications, development studies, social sciences, economics, agriculture or related field)
Professional Knowledge and experience:
  • At least 3 years practical experiences in project communication and monitoring
  • Excellent knowledge of data collection and analysis software and tools
  • Excellent knowledge of MS Office applications, online media tools, social media
  • Excellent writing and communication skills in English
  • Strong communication and facilitation skills in Chichewa, a good command of German would be an advantage
  • Experience in the field of international development cooperation
  • Intercultural competence working with local and international teams
  • Management and advisory skills and strategic thinking.
Other Knowledge, additional competencies:
  • Specific expertise in development communication is an asset
  • Experiences in value chain development, business planning or entrepreneurship support
  • Excellent analytical skills
  • Structured way of working, able to organize and give guidance to colleagues on standardized workflows
  • Strong sense for aesthetics of visual products and written text
Other duties/additional tasks
  • Performs other duties and tasks at the request of management
  • Immediately reports all problems involving activities and regulations to his/her superior
Contract Duration: The successful candidate will be given an initial 1 year contract of employment (with a possibility of renewal or extension).
