ASSIGNMENTS UNDER MALAWI’S FOURTH NATIONAL COMMUNICATION TO THE UNITED
NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE (UNFCCC)

BACKGROUND AND INTRODUCTION
The Malawi Govermment recelved financlal support from the Global Environment Facility (GEF) through the United Nations Environment Programme (UNEP) to prepare its Fourth National Communication (NC4) and first Blennial Transparency Report (BTR1) to the Conference of
Parties (CoP) of the United Nations Framework Convention on Climate Change (UNFCC). It is an obligation for Parties to the Convention and
the Paris Agreement to submit reports on their activities aimed at addressing climate change. Malawi produced and submitted its Initial (first), Second and Third National Communications in 2003, 2011 and 2020 respectively. The Country also prepared and submitted its first Biennial Update Report (BUR1) in February 2021. It is against this background that the Ministry of Natural Resources and Climate Change would like to develop the BTR1/NC4 repot documenting what Malawi is doing in climate change management.

 

 

The Report will ensure that coverage of thematic areas takes into consideration emerging issues as outlined in the Malawi’s updated Nationally Determined Contributions (NDCs) as well as the Malawi 2063. In this regard, areas that were not covered in the previous National
Communications will be given adequate attention and detail in this report. The BTR1/NC4 will also pilot use of country specific emission
factors that Malawi has been developing over the years to improve in its Greenhouse Gas (GHG) Inventory reporting. In addition, the process of developing the NC4/BTR1 will enhance the visibility, awareness and knowledge, on climate change issues through increased involvement of all relevant stakeholders.

OBJECTIVES OF THE PROJECT
The objectlves of the project are as follows:

(i) Update Malawi’s inventory of greenhouse gas emissions
(ii) Assess the adverse impacts of dlimate change on vulnerable economic sectors and areas,
(iii) Develop measures for adaptation to climate change;
(iv) Provide an update on measures to mitigate the increase in greenhouse gas emissions
(v) Prepare the NC4 and BTR1 for Malawi for submission to the UNFCCC Secretariat by December 2024.

PROJECT MANAGEMENT TEAM
The Ministry of Natural Resources and Climate Change through the Environmental Affairs Department (EAD) is implementing a project to
formulate the BTR/NC4 report. In this regard the Ministry would therefore like to engage a Project Manager and an Administrative Oficer to manage day to day operations of the project for a period of 24 months. The 2 officers are expected to operate from the Environmental Affairs Department offices in Lilongwe and report to the Director of Environmental Affairs.

ADMINISTRATIVE OFFICER

DESCRIPTION OF THE DUTIES
•Support the Project Manager (PM) in managing the project activities.
•Assist the PM in allocation and re-allocation of the project funds and in controlling the project expenditures.
•Assist the PM in preparing work plans and budgets
•Assist the PM in preparing the quarterly progress report of the project
•Facitate project workshops and trainings. Attend, whenever possible, regianal and international trainings relevant to climate change.
•Set up and maintain a project filing system.
•Provide general administrative support to project activities.
•Perform other project-related duties as requested by National Project Director
•Ensure that there is proper accountability of project funds
•Prepare the expenditure statements in line with the UNEP budget code;
•Prepare quarterly and annual financial statement.

QUALIFICATIONS AND EXPERIENCE
•Bachelor’s degree in Business Management/Administration/Studies obtained from accredited institutions;
•A minimum of 3 years of relevant progressive experience in a donor funded project;
•Ability to communicate effectively, both orally and written;
•Excellent coordinating skils;
•In-depth receptionist skills;
•Exceptional record-maintenance skills;
•Great knowledge of general accounting skills;
•Proficiency in word processing and data entry skills
•Knowledge of computers and •Microsoft Word processing.
