The $75 million activity aims to solidify and build on the contributions made to date as part of the implementation of Malawi’s National Reading Program (NRP) towards improving the delivery of high-quality early primary reading instruction in all Malawian primary schools. Positions

Chemonics International Inc, a U.S. based international development consulting firm, seeks 6 Divisional Literacy Officers for the USAID Next Generation Early Grade Reading Activity (NextGen) in Malawi. The $75 million activity aims to solidify and build on the contributions made to date as part of the implementation of Malawi’s National Reading Program (NRP) towards improving the delivery of high-quality early primary reading instruction in all Malawian primary schools. We are seeking individuals who have a passion for making a difference in the lives of Malawi’s lower primary students.

Chemonics is hiring six people for this long-term position, one person will be based in each of Malawi’s six divisions: Lilongwe, Kasungu, Blantyre, Zomba, Mzuzu, and Mulanje.

Responsibilities include:

•    Builds capacity and engagement of District Education Managers (DEMs) and district level officers to improve Standard 1 and 2 reading outcomes

•    Builds relationships with the DEM and other officers in the District Education Office within the designated division

•    Surveys district level offices to evaluate human, financial, and material resources to improve reading instruction and feedback to NextGen technical team

•    Supports the NextGen technical team, under the direction of the DCOP RITTS, increase NRP fidelity of implementation through improved district level accountability in monitoring and enforcing NRP policies – especially related to teacher/learner absence

Qualifications:

•    Bachelor’s degree in education or relevant area.

•    Minimum 3 years’ experience with NRP implementation, preferably at district level

•    Demonstrated ability to build capacity and engagement

•    Demonstrated understanding of decentralized MOE structures and operations

•    Demonstrated ability to collaborate with a team

•    Teaching experience in government primary school desirable

•    Demonstrated ability to work collaboratively with government officers

•    Experience in coaching, desirable

•    Experience in data collection, analysis, data-based decision making and formulation of recommendations for improvement

•    Experience working with a development partner organization (USAID, FCDO, etc.) preferred

•    Written and spoken proficiency in English and Chichewa required.
