Position: Project Monitoring and Evaluation (M&E) Officer
Development Aid from People to People (DAPP) Malawi is a locally registered NGO that has been operating in Malawi since 1995. Our mission is to work with the communities by promoting social and economic development through health, education training, food security and environmental programs. Through a variety of development models, DAPP complements the government’s effort in implementing the Malawi Growth and Development Strategy III.
DAPP Malawi is inviting suitably qualified and experienced persons to fill a vacancy for the position as Project Monitoring & Evaluation Officer for the Poverty Reduction of Vulnerable beneficiaries through Community Based Financial Organisation Support (CBFO) and small scale Enterprise Development (PROVED) Project which is being funded by FARMSE and implemented in Nkhata-Bay and Nkhotakota Districts which aims at sustainably increase incomes of 37,500 beneficiaries ((50% women 30% men and 10% young women and 10% young men through 1500 CBFOs using small scale enterprise financing principles. Build CBFOs capacities to enhance their savings and loans management and increase their IGA options for increase income and assets. The project started on 1st July 2020 and is expected to finish on 30th June 2023 with possibility of extension.
The position is based in Nkhotakota District, at the project office, but with frequent field visits within the 2 targeted districts.
Job summary/ responsibilities:
This position will provide leadership and guidance for M&E activities for the project and implement the M&E framework. The M&E officer will provide inputs to the program team to assist in developing and reaching program goals and objectives as well as developing M&E tools and strategies and provide monitoring data to strategically inform the decision on project performance and future direction of its activities. Among others the main roles of the M & E officer include;
  • Implement the developed M&E Framework and systems: M&E work plans, manuals, performance monitoring plans as well as data management policies and procedures.
  • Orienting project staff on use of mobile data collection applications i.e District Health Information System (DHIS2)
  • Lead Project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.
  • Support data analysis and generation of data reports which meet the reporting requirements of DAPP Malawi and funding partner (including monthly, quarterly, and annual reports).
  • Collaborate with FARMSE in conducting end of project evaluation
  • Coordinate preparation of project completion report
  • Work closely with all the project implementing partners on all the aspects of monitoring and evaluation.
  • Support the project manager in the review of periodic progress reports received from partners and compilation of overall progress reports for the project.
  • Conduct training and build capacity in M & E for all staff involved in data collection and data use.
  • Supervise the implementation of quality assurance and control measures for data collection at all levels of the project. Conduct data audits to ensure true reports, track performance and improve documentation.
  • Provide quality and timely submission of all monthly, quarterly and Annual required project reports.
Qualifications:
  • Bachelor’s degree in either economics, social sciences, demography, statistics, development studies or any relevant related field.
  • At least 3 years’ relevant work experience in Monitoring and Evaluation of community-based activities in agriculture sector development projects.
  • Experience with development of M&E framework and direct supervision of staff in implementation of monitoring and evaluation.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding CBFOs.
  • Competence in the use of essential IT data and analysis packages such as DHIS, Kobo toolbox and SPSS Version 25
  • Experience with FARMSE funded activities, monitoring, evaluation and reporting experience preferred.
  • Strong diagnostic, analytical and problem-solving skills.
  • Excellent written and oral communication skills to all levels of staff.
  • Ready to revise M&E protocols and systems in order to adopt changed funding agency demands
