VACANCY ANNOUNCEMENT
POSITION: ACCOUNTANT – DIRECT FACILITY FINANCING
LOCATION: VARIOUS DISTRICTS
1. Background
The Ministry of Health is implementing the Health Sector Strategic Plan III (2023-2030) which has eleven pillars and one of these pillars Health Financing. One of the reforms under Health financing pillar the Direct Facility Financing (DFF) which seeks to provide autonomy to community hospitals and health facilities by pooling resources that will be disbursed directly to health facilities. Under DFF, facilities will have autonomy to plan, execute and monitor implementation of the plan and report to different stakeholders on fund utilization. Health Center Management Committees (HCMC) are expected to play oversight role to all the facilities under DFF. The HCMC members are empowered by DFF guidelines to identify facility needs and make decisions on fund utilization while following public finance management regulations. With oversight from district councils, all facilities will open bank accounts through which resources will be channeled, spent and reconciled.
With support from the Health Services Joint Fund (HSJF), the Ministry will be implementing DFF in the following districts Balaka, Blantyre, Chikwawa, Chitipa, Dedza, Kasungu, Lilongwe, Nkhotakota, Machinga and Salima. The districts have a designated DFF Coordinator who oversees DFF implementation in all facilities and reports to the District Health Management Team. To support the districts and facilities with financial transactions and reporting as per the public financial management and HSJF guidelines, an opportunity has risen for District DFF revolving Accountants. The accountants will be working with District DFF Coordinators and the Fiscal Agent for HSJF to ensure financial management and accountability at district and facility level.
2. Job Purpose and Objectives
The purpose of the job is to manage financial transactions, ensuring compliance with financial regulations and maintaining accurate financial records for facility and district transactions. The role will involve budget management, financial reporting, reconciliation, and providing financial support to DFF facilities. Key objectives of the role therefore include the following.
i. Support district councils in strengthening financial management for DFF facilities; and,
ii. Facilitate smooth implementation of DFF activities by supporting health facilities with financial
management and reporting.
3.0. Conditions and Duration
The remuneration package will be based on civil service conditions for grade I and will be for one year with possible extension subject to availability of funding and performance.
4.0. Reporting
In close coordination with the HSJF secretariat, the accountants will be reporting to the Director of Finance through the District Accountant in their respective duty stations.
5. Duties and Responsibilities
- Oversee financial operations of Direct Facility Financing at district level.
- Ensure adherence to financial policies and procedures set in the DFF guidelines and project
requirements set by the HSJF Fiscal and Procurement Oversight Agent. - Conduct quarterly financial reconciliations and submit reports to the District health management team and HSJF secretariat for review and approval.
- Assist facilities in the preparation of facility budgets and financial plans.
- Monitor budget utilization and provide variance analysis reports on quarterly basis.
- Support facilities in preparation of disbursement requests.
- Identify and mitigate financial risks at district and facility level.
- In liaison with the HSJF fiscal and procurement oversight agent, implement recommendations made during district and national level compliance spot checks.
- Provide oversight and monitor compliance with the guidelines.
- Prepare financial reports and monitor the implementation of the health budget and finances.
- Perform any other relevant duties in the implementation of activities as assigned
6.0. Required Qualifications and Experience
- A degree in Accounting, Finance, or Business Administration (Accounting) is required.
- At least 2 years of relevant experience in financial management for projects in public or non-
governmental organizations - Must have experience in managing Health Sector donor-funded programs
- Willingness to be posted in any DFF district
- Strong writing and communication skills
- Resilience and problem-solving skills to drive change.
- Ability to work under minimum supervision.
- Ability to analyze data and information and to solve problems.
