Project Description
USAID’s Tisamale Mabuku Project (TMP) activates the role of communities and civil society in the management and utilization of National Reading Program (NRP) Teaching and Learning Materials (TLM) and works with Ministry of Education (MoE) system stakeholders at all levels to strengthen TLM provision and use through community engagement, social accountability and collaborative governance. EDC and its team of Malawian civil society partners work with school community management groups, including School Management Committees (SMCs), Parent Teacher Associations (PTAs), and Mothers Groups (MGs), district-based MoE staff and Civil Society organizations to co-create sustainable solutions for improved TLM management, replenishment, and use that are owned by participants and reflect local contexts.
Job Description
The Monitoring, Evaluation and Learning (MEL) Officer reports to the MEL Director and is responsible for coordinating monitoring, evaluation, and reporting activities in project implementation sites. The MEL Officer ensures timely communication of data to the MEL Director. S/he works with the MEL Director on the development and management of the Monitoring, Evaluation and Learning (MEL) Plan.
Essential Functions
The MEL Officer’s specific responsibilities will include, but are not limited to:
- Work with the MEL Team in designing, testing, and translating various M&E and research tools as well as activity monitoring plans and research work plans.
- Lead the implementation, coordination, and supervision of MEL activities in the assigned project sites.
- Perform or assist in data collection, data entry, data validation, and data quality assessment.
- Train field interviewers in data collection as necessary.
- Provide regular updates and write progress reports on MEL activities and submit M&E data.
- Liaise with internal and external project stakeholders in the assigned project areas to obtain information and data related to project performance.
- Present and share M&E and research findings to internal project.
- Assist with periodic reports as appropriate.
- Provide support to other special initiatives as needed.
Qualifications
The candidate for the position of MEL Officer shall have at a minimum the following qualifications:
Education:
Bachelor’s degree required.
Skills and Experience:
- At least 5 to 6 years of directly relevant experience in monitoring and evaluation, preferably in an USAID-assisted project(s).
- Experience with monitoring program implementation using qualitative and quantitative approaches, including coordinating data collection, processing, and analysis systems.
- Experience using qualitative and statistical data analysis packages and database management systems.
- Experience in managing data collection and survey design.
- Outstanding and effective oral communication and writing skills.
- Proven capacity to facilitate coordination among diverse range of staff and stakeholders
- Ability to work independently and effectively in groups.
- Strong interpersonal and organizational skills.
- Willingness to travel to districts covered by the project.
Language:
Fluency English and Chichewa is required.
