Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM) was incorporated in 1988 as a Trust Fund under the Trust Incorporation Act of 1992 to procure, store, distribute, and sell fertilizers to smallholder farmers. Its primary role was to ensure that smallholder farmers, defined as farmers who grow their crops on customary land have an opportunity to access and buy affordable fertilizer at all times.

The Fund is inviting applications from suitably qualified candidates of Malawian origin to fill the following positions:

PLANNING, MONITORING AND EVALUATION MANAGER

a) JOB TITLE: PLANNING, MONITORING AND EVALUATION MANAGER

Department: Planning, Monitoring and Evaluation

Grade: F4

Reporting to: Chief Executive Officer

Responsible for: Planning, Monitoring and Evaluation Officer

b) PURPOSE OF THE JOB

A Planning, Monitoring and Evaluation Manager is responsible for developing, implementing, and monitoring strategic plans to achieve the Funds’ goals and objectives. This role involves analyzing market trends, competitive intelligence, and internal data to develop recommended strategies for the Fund. The Planning, Monitoring and Evaluation Manager works closely with senior Management to align planning efforts with the overall strategic direction and ensure the development, implementation, monitoring and review of the strategic plan and the business objectives of SFFRFM.

Furthermore, to effectively undertake commodity demand analysis and projections for SFFRFM products for each growing season / periodically

c) KEY DUTIES AND RESPONSIBILITIES:

Duties

  • Lead the development of corporate strategic plan spelling out the short term and long-term plans and operating strategies.
  • Assist Management in formulating the corporate work plans, budgets, execution and generate periodic reports
  • Oversee the formulation, analysis and review of policies relating to the operations of the SFFRFM
  • Supervise and mentor the Planning, M&E Office in Programme Planning and Budgeting, M&E, Research and Development, Policy Formulation, Analysis and Review
  • Supervising and coordinating the promotion and protection of fair competition of the SFFRFM products on the market and recommend competitive market options
  • Provide guidance and assistance in coordination of projects development, monitoring, evaluation and reviews
  • Develop international benchmark framework for assessment in similar economies – in SADC and elsewhere for proper evaluation of Malawi market metrics
  • Monitor, evaluate, review and provide recommendations on a) and b) above
  • Oversee the establishment of an M&E Framework and database
  • Collection and storage of indices and other market intelligence information related to SFFRFM products (In liaison with ICT Unit)
  • Undertake systematic market studies, assessments and comparisons of pricing of fertilisers at both national and international markets for SFFRFM management’s informed decision making
  • Providing advice, support and recommendations in the review of fertiliser policy and legislation, particularly in the area of competition and market development
  • Oversee the analysis of fertilizer quality standards on the market and determine scrupulous dealers to protect farmers and contribute to overall national crop production.
  • Conducting surveys on consumer satisfaction, market forces and related matters as a basis for informed decision making to improve the consumer and industry
  • Fully determine and recommend establishment of a Planning Unit including determining workload, defining roles of Unit, bodies and their ToRs, quality, requirements costs, etc.
  • Lobby with Ministry of Finance for backstopping during product supply or demand shocks

d) QUALIFICATIONS AND WORK EXPERIENCE

  • Master’s degree in Social Science, Business or Agricultural Economics, Business Administration or any related fields.
  • Five years post qualification proven experience in strategic planning, corporate strategy, or business development.
  • Strong analytical skills with the ability to interpret data and make strategic recommendations.
  • Excellent communication and presentation skills.
  • Proficiency in Microsoft Office suite, familiarity with strategic planning tools/software and technology tools.
  • Ability to work collaboratively in a team environment and build relationships across departments.
  • Attention to detail and strong organizational skills.
