Job Title: Monitoring and Evaluation Officer

Location: Lilongwe, Malawi

Reports to: Program Manager

Contract Type: Full-time

 

Job Summary

Fount for Nations (FFN) is seeking a detail-oriented and analytical Monitoring and Evaluation (M&E) Expert with strong Data Science and IT skills. The successful candidate will be responsible for designing, managing, and executing the M&E framework for all programs. They will also utilize data science methodologies and IT solutions to enhance data collection, analysis, and reporting, ensuring program outcomes align with organizational goals. This role is crucial in providing data-driven insights that contribute to the continuous improvement of our programs focused on inclusive education, multidisciplinary healthcare, community-based rehabilitation, and holistic support for differently-abled children.

 

Key Responsibilities

  1. M&E System Design and Implementation o Design and develop M&E frameworks, plans, and tools that align with FFN’s strategic objectives. o Create and implement robust data collection processes that integrate qualitative and quantitative indicators. o Coordinate and ensure accurate baseline, midline, and end-line evaluations for all programs.
  2. Data Collection, Analysis, and Reporting o Develop and implement data collection protocols using IT tools and software (e.g., KoboToolbox, ODK, etc.). o Analyze program data using statistical software (e.g., R, Python, SPSS, STATA) to generate meaningful insights. o Prepare and present regular reports, dashboards, and visualizations of data for internal and external stakeholders.
    • Ensure timely data entry, analysis, and reporting in line with donor requirements.
  3. Capacity Building and Training o Train program staff and partners in data collection methodologies and M&E tools. o Build capacity of field teams in real-time data collection through IT-based systems (e.g., mobile data collection apps).
  4. Data Quality Assurance o Conduct routine data quality checks and audits to ensure accuracy, reliability, and integrity of data.
    • Develop and implement data validation mechanisms and ensure adherence to best practices in data management.
  5. Program Evaluation and Learning o Lead program evaluations (formative, summative, and impact evaluations) to assess program effectiveness and impact.
    • Provide recommendations based on data analysis for program adjustments and improvements. o Organize learning sessions to disseminate evaluation findings and lessons learned across the organization.
  6. IT and Data Science Integration o Utilize data science techniques (e.g., predictive analytics, machine learning) to identify trends, improve forecasts, and drive decisionmaking. o Develop IT solutions (e.g., automated dashboards, data visualization tools) that streamline data management processes.
    • Ensure proper data storage, retrieval, and backup protocols are followed, ensuring data security and integrity.
  7. Stakeholder Engagement and Reporting o Liaise with program stakeholders, including donors, partners, and beneficiaries, to ensure clear communication of program progress.
    • Coordinate with external evaluators and consultants for largescale program evaluations.

 

Qualifications and Skills

  • Bachelor’s degree in Monitoring & Evaluation, Data Science, Statistics, Information Technology, or related field.
  • Minimum of 3 years of experience in M&E, with a strong focus on data analysis and reporting in development or humanitarian contexts.
  • Proficiency in statistical software (R, Python, SPSS, STATA) and IT tools (Power BI, Tableau).
  • Experience in designing and implementing IT-based data collection systems (e.g., KoboToolbox, ODK).
  • Strong knowledge of data science methodologies and predictive analytics.
  • Excellent communication and report-writing skills.
  • Strong organizational and time management skills.
  • Experience working with NGOs, particularly in disability, inclusive education, or healthcare is an asset.
