DIRECTOR -ANTI-CORRUPTION BUREAU

The Ministry of Justice is inviting applications from suitably qualified and experienced Malawians to fill the following post

Grade: G 1
Division: Directorate
Location: Lilongwe
Contract Period: Three (3) years, renewable once, subject to satisfactory performance.

1. BACKGROUND AND CONTEXT

The Anti-Corruption Bureau (ACB) is a Government agency established under Section 4 of the Corrupt
Practices Act (Cap.7:04) of the Laws of Malawi. The ACB is mandated to:

(a) receive and investigate complaints of alleged or suspected corrupt practices;
(b) prosecute offences under the Corrupt Practices Act and other laws;
(c) to investigate and report on the conduct of any public officer that is connected to corrupt practices;
(d) take necessary measures for the prevention of corruption in public and private bodies, and
(e) solicit public support in the fight against corruption.

A vacancy has arisen in the office of Director of the ACB. In order for the ACB to continue to fulfill its
mandate effectively and efficiently, a qualified and experienced Malawian is required to fill the position, tenable at ACB’s head office in Lilongwe.

The position of Director of the ACB is a very demanding position which requires a person high integrity, independence, boldness, professionalism, strategic leadership, and managerial skills.

2. SUMMARY OF THE JOB

The Director of the Anti -Corruption Bureau will be responsible for providing strategic leadership
and overall management of the ACB, and ensuring effective implementation of the Corrupt Practices Act.

3. KEY DUTIES AND RESPONSIBILITIES

Without delegating from the generality of paragraph 3, the Director of ACB shall be responsible to;
(a) Provide guidance and leadership in the implementation of core functions of the ACB.

(b) Provide leadership in the formulation, review and implementation of ACB policies and guidelines.
(c) Lead in the development and evaluation of strategic plans.
(d) Manage the performance of the ACB.
(e) Manage the resources of the ACB.
(f) Establish and maintain close collaborative relationships with key stakeholders of the ACB.
(g) Lead in the recruitment, staff development and performance appraisal of members of staff.
(h) Make decisions on disciplinary issues.
(i) Prepare reports to the National Assembly.
(j) Monitor and review resource mobilization activities.
(k) Coordinate audit activities; and
(l) Take a lead in providing interface between the public and the ACB.

4. QUALIFICATIONS AND EXPERIENCE

Applicants must possess

(a) A Master’s Degree in Law, Finance, Accounting, Auditing, Business Administration, Social Sciences
or any other relevant field.
(b) A minimum of ten (10) years post qualification work experience in a reputable organization,
of which at least five (5) must be in a senior management position.
(c) Work experience in a law enforcement agency may be an added advantage.
(d) Applicants with a Bachelor’s Degree in the relevant field with fifteen (15) years’ work experience will be considered.

OTHER REQUIREMENTS

(a) Applicants should be willing to be subjected to a vetting process.
(b) The successful candidate will be required to abide by the ACB’s Strict Code of Conduct and Ethical
Behaviour.
