DIRECTOR OF PROGRAMS AND DEVELOPMENT

BACKGROUND

The Malawi Red Cross Society (MRCS) was established by an Act of Parliament under Chapter 18:09 of the Laws of Malawi as a lead provider of Relief and Development Services to vulnerable members of the community across the country. It is one of the over 150 National Red Cross and Red Crescent Societies world over providing Humanitarian Services and assistance to the needy and vulnerable It is a member of the International Federation of the Red Cross and Red Crescent Societies (IFRC). Its activities and operations are guided by the Geneva Conventions dating back to 1949, as well as subsequent protocols to the Conventions.

MRCS would like to fill the post of Director of Programs and Development with suitably qualified, motivated, dynamic and capable candidate to provide strategic, effective and efficient delivery of programmes.

JOB SUMMARY

The Director of Programs and Development is a member of senior management team of the MRCS, and is expected to bring an integrated and team approach to the design and delivery of the relief and development services provided by the Malawi Red Cross Society. She/he will be reporting to the secretary General.

KEY DUTIES AND RESPONSIBILITIES

Duties and responsibilities of the Director of Programs and Development shall include:

  1. Strategic Planning and Execution of Programs: Provide strategic leadership in the design, delivery and evaluation of programs which meets the society’s criteria for support in line with its strategic plan;
  2. Performance Accountability: Monitor, control and review all implemented and on-going programs to direct efforts and approaches to achieve optimal results. Coordination of program reporting in line with donor requirements:
  3. Partnership Management: Ensure coordination and networking with other stakeholders engaged in relief and development programs. Managing donor relations and partnerships;
  4. Resource Mobilization: Develop proposals, identify and secure funding opportunities and promote prudent management of program resources;
  5. Provide guidance to the Secretary General on all matters related to programs and development;
  6. Working with the Board: Provide programs and developmental information to the Board
    or any committee of the Board. Be the Secretary of the sub-committee on Programs:
  7. Project Fund Management: Lead in budget creation and monitoring and ensuring timely project close out and reporting in line with donor requirements;
  8. Branch Development: Expand and strengthen branch operations of the Malawi Red Cross
    Society;
  9. Management of Programs personnel: Oversee the performance management, and lead the training and capacity building of Programs and Development personnel;

SKILLS AND ATTRIBUTES

  1. Leadership, strategic planning and management skills;
  2. Demonstrated ability to mobilize resources;
  3. Efficient resource utilization and compliance with Society and Partner policies;
  4. Experience in lobbing and negotiation with donors and other stakeholders:
  5. Partnership management skills and ability to instill confidence with partners;
  6. Ability to manage, motivate and lead a multi-disciplinary team;
  7. Experience in writing internal and external reports:
  8. Ability to formulate, implement and execute a self and subordinate appraisal system.

QUALIFICATIONS AND EXPERIENCE

The candidate must be a Malawian national of good standing in the society and should possess the following:

  1. A Master’s Degree in Public Health, Disaster Management or other relevant qualification;
  2. At least 8 years professional experience in Relief and Development work, 5 years of which should have been at senior Management level;
  3. Experience in working with cooperating partners, public sector, NGOs, and the private sector;
  4. A self-starter and be able to work with minimum supervision; and
  5. Computer literacy.

Persons with experience working with the Red Cross/Red Crescent movement bodies within and outside the country or with continental or global programmes in Relief and Humanitarian work will have an added advantage.

TENURE OF OFFICE

The successful candidate shall be offered a 3-year fixed contract renewable on satisfactory performance.
