Background and Organizational Context

Under the guidance and supervision of the Deputy Resident Representative (DRR), the PMEPC and Specialist ensures the effective development and implementation of country programme document M&E plans, coordinates  project annual work planning and Integrated Work Planning (IWP) processes, sets minimum M&E requirements and enhanced standards for the Country Programme and project and initiates thematic and cross-cutting reviews and evaluation to improve the efficiency and effectiveness of UNDP’s contribution to development results.

The PMEPMC Specialist will liaise with the Independent Evaluation Office regarding monitoring and evaluation approaches and methodologies, ensuring that UNDP meets the minimum requirements and ensures high quality standards for monitoring and evaluation.  The PMEPC Specialist works in close collaboration with programme and Operations Team in the CO, UNDP Evaluation Office staff at regional and HQ levels, Government officials, and the members of project-related planning and evaluation reference groups to ensure that programme/project formulation and evaluation activities are carried out according to UNDP policies and procedures and that findings/interventions and recommendations are implemented and followed up.

The PMEPC Specialist represents UNDP in the United Nations Monitoring, Evaluation and Learning Group (MELG) and works with the Resident Coordinator’s Office (RCO) to ensure effective UNDP contribution to UN-wide planning, monitoring, evaluation, and reporting processes.

The Malawi CO reconstituted a new Programme Management Support Unit (PMSU) in 2023.  The PMEPC, monitoring and evaluation officers, partnership and knowledge management analyst make up the PMSU.  The PMEPMC will lead and coordinate the work of the PMSU, including the direct and matrix management of the teams.

Position Purpose
The key results have an impact on the overall effectiveness and success of UNDP’s interventions and activities in achieving the country’s development and the MDGs. Effective implementation of PME policies and strategies, as well as efficient management of the PME processes, enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.
Duties and Responsibilities
Implementation of PME policies, strategies and procedures focusing on the achievement of following results:
  • Lead the development and implementation of the UNDP Country Programme Document Monitoring and Evaluation plan.
  • Contribute to United Nations Sustainable Development Cooperation Framework monitoring and evaluation framework development and implementation through existing UN coordination mechanism.
  • Ensures that Evaluation Resource Center and transparency dashboard is updated regularly.
  • Lead and coordinate the process of project quality assurance.
  • Provides technical assistance to programme staff, implementing partners and other stakeholders on PME.
Ensures effective Management of the PME processes in the Country Office, focusing on achievement of the following results:
  • Ensures that the established guidelines on programme/project M&E for different project component are followed.
  • Regularly reviews performance indicators and reports produced by different programme units and programme partners and suggests any changes if necessary.
  • Closely monitors and reports on results and progress made regarding the programme/project implementation and alerts programme staff on any shortcomings which need to be addressed.
  • Analyses and evaluates data including the CO M&E database as well as HACT onsite review reports to ensure achievement of expected results and recommends corrective actions when necessary.
  • Provides support to programme staff to ensure that Annual Work Plans (AWPs) are prepared in line with the harmonized format, sufficiently and on time, ensuring a close review of indicators and means of verifications in the M&E framework.
  • Effectively coordinates Annual Result Oriented Planning Processes.
  • Sets up operations arrangements for collecting, analyzing, and reporting project data and for investing in capacity building to sustain and improve the M&E function of the CO.
  • Assists programme staff in the introduction of new and innovative approaches and methods in project PME.
  • Maintains and updates a database of developmental indicators their values and sources of data.
  • Quality assures project status reports for management, donors, programme reviews, etc;
Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree) in international relations, Political Science, Economics or related social sciences OR,
  • A first level university degree (bachelor’s degree) in above disciplines in combination with an additional two years of qualifying experience will be given due consideration in lieu of the master’s degree.
