Background

Deloitte is implementing a program to strengthen regional, national, and sub-national institutional capacities to sustainably combat HIV/AIDS and Tuberculosis under the President’s Emergency Plan for AIDS Relief (PEPFAR). The program will run for five (5) years and is funded by the American People through the Centers for Disease Control and Prevention (CDC).

The program intends to strengthen the capabilities of host country governments and non-governmental organizations (NGOs) to plan, manage, and monitor sustainable programs and systems to respond to HIV, TB, and other diseases and conditions of public health concern. As countries reach HIV epidemic control, a key priority is sustaining low levels of HIV incidence while supporting greater country ownership and management, facilitating the transition of programs to local oversight, and strengthening financial, operational, technical, and programmatic controls.

Deloitte would like to recruit energetic and qualified candidates for the position of Country Program Manager tenable at our Lilongwe office.

Job Description

Job Purpose

The Country Program Manager will be responsible for the overall management of the program, creating opportunities to link the building of capacity of implementing partners identified by CDC and making sure that organizational capacity-building initiatives directed at the 7 Implementing partners are coordinated. Additionally, with support from the Project Director s/he will liaise with CDC, partners and client CSOs, to ensure smooth implementation of the Program.

Key Responsibilities

  • Oversee all project activities in the country and provide the required support to ensure that they are implemented as scheduled.
  • Maintain relationships and mutual understanding with the Country team and local Implementing Partner leadership on program activities.
  • Follow up the implementation of Signed Memorandum of Understanding with the in-country Implementing Partners.
  • Promote partnership among members of the project staff.
  • Organize and participate in the facilitation of data review exercises and compilation.
  • Participate in supportive supervision to Implementing Partners.
  • Facilitate the implementation of new policies, resource mobilisation and integration activities at Country level.
  • Facilitate capacity building of the country project team to acquire the necessary skills to deliver the interventions to the Implementing Partners on a regular basis.
  • Provide weekly updates of ongoing Country activities to the Project Director and the Regional Project Management Office.
  • Oversee the preparation of quarterly reports and submission to the Project Director and the Regional Project Management Office.
  • With support from the Project Director, provide overall supervision of country office activities, office management, project expenditures and financial management.
  • Work with Monitoring, Evaluation and learning officers to develop and present quarterly, semi-annual and annual program performance reports to the Project Director/Project Management office at review meetings.
  • Execute other tasks as guided by the Project Director.

Qualifications

  • Bachelor’s degree in social science, Business Administration or public health or any other related field.
  • Possession of a Master’s degree is an added advantage.
  • A minimum of five years relevant working experience with two years at managerial level.
