Background
The government of Malawi is implementing the Malawi Health Emergency Preparedness, Response and Resilience Program (MHEPRRP) funded by the World Bank (IDA). This is a five-year project. The Project aims at strengthening health system resilience and multisectoral preparedness and response to health emergencies in Malawi.
The Ministry of Health intends to source consultancy services for the Monitoring & Evaluation (M&E) Specialist to work for the project. The position is tenable at the Ministry of Health Headquarters, Capital Hill, Lilongwe, Malawi.
The main objective of this position is to support the monitoring and evaluation of project activities in accordance with the methodology prescribed in the project implementation manual (PIM) including (i) collecting and compiling relevant data for project results indicators in coordination with the MoH; (ii) evaluating results; and (iii) providing the relevant performance information to the Inter-Sectoral Project Implementation Committee.
The person shall be reporting to the Project Coordinator and will have the following responsibilities:
- Review the current M&E system, including the tools and update accordingly.
- Implementing the M&E plan, collecting, compiling and analysing data associated with the project’s Results Framework Indicators, and contributing to progress reports for submission to the World Bank.
- Liaising with CMED to maximize opportunities for integrating project data systems with Health Management Information System (HMIS), where such indicators make sense to be integrated into the HMIS
- Participate in the Enhancing Information Systems for HEs and Digitalization of the Health Sector with Digital Health Department.
- Enhancing information sharing between existing information systems such as the District Health Information System (DHIS2), and Electronic Logistics Management Information System (eLMIS), through the interoperability layer (IL), and extending the functionality of the Malawi Healthcare Information System (MaHIS)
- Collect, check, verify and compile data from the field as stipulated in the M&E Result Framework
- Update and maintain the project database.
- Work closely with Zonal and District Health teams and ensure that they provide timely project data to the PIT/PHIM/DPPD/QMD
- Review Client Satisfaction Survey Reports alongside the QMD.
- Review of field level field-level assessment reports.
- Ensure that reports are complete and meet the quality requirements.
- Participate in supportive supervision and mentoring of district and health facility staff in M&E.
- Responsible for the timely and accurate reporting of results called for under the commitments and contract consistent with the requirements of MOH, and the World Bank.
- Work closely with the project team to ensure that lessons learned from project evaluations are documented properly, and case studies and success stories under the project are compiled.
- Assist in contributing to developing and managing knowledge products of the project.
- To facilitate evidence-based policy dialogues and share best practices internally and with other countries, with a specific focus on health emergency detection, preparedness, and response, while participating in key national and regional technical working groups and forums on M&E use of data for project monitoring under HEs.
- Conduct monitoring visits to the field as and when required in the work plan
- Organize and facilitate M&E-related activities like review meetings and monitoring visits in accordance with the approved work plan.
- Carry out any other duties and responsibilities that may be assigned by PC occasionally.
The position is available for five years. However, the M&E Specialist shall be hired on a one-year contract, which is renewable annually based on satisfactory performance, availability of funding, and the organization’s needs The Ministry of Health invites eligible, qualified and experienced individuals (Consultants) to indicate their interest in providing the services. Qualifications and Experience
- Master’s degree in Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics or other relevant fields. Those with a bachelor’s degree and additional years of relevant experienced will be considered.
- A minimum of 5 years of experience in designing, implementing, and overseeing M&E related tasks
- Experience working in a donor funded project in the health-sector
- Experience of quantitative and qualitative data collection and analysis
- Hands on experience of managing database software
- Experience in working on a World Bank-financed project will be an added advantage.
Required Competences
- Exceptional writing and communication skills, demonstrated through their experience in report writing.
- Proficiency in computer skills, including advanced knowledge of Microsoft Office applications such as Excel, Word, and PowerPoint and statistical packages such as SPSS, STATA, and E-Views.
- Strong interpersonal, communication and facilitation skills
- Proficiency in both written and verbal English communications
- Ability to use data collection platforms such as Survey Solutions, ODK, and KoBo Toolbox on mobile devices
- Strong attention to detail and thoroughness in work product
- Ability to work in a team and independently with minimal supervision.
- Ability to multi-task work with tight deadlines and deliver exceptional results.
The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16. and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
