Location of the Project: Nsanje, Mulanje and Phalombe

Job Summary:

You will coordinate and support consistency and compliance commodity movements and distribution practices in support of high-quality programs serving the poor and vulnerable. As a member of the CRS Health and Nutrition Team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work of distributing CSB++ to identified facilities. As a District Monitoring Officer you will be responsible for provision of professional technical support and guidance on activities within the area of Nutrition under the supervision of the Project officer. Your knowledge and experience in Nutrition will allow you to effectively monitor commodity activities and identify deficiencies and means for improvement, as you apply the principles of stewardship, integrity, transparency, and accountability.

 

Roles and Key Responsibilities:

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Perform regular field supervision visits to storage facilities and distribution events to monitor, evaluate, and report on goods management systems and procedures, ensuring they meet with CRS and donor regulations, and international and local inventory accountability standards and requirements.
  • Identify and proactively mitigate security risks.
  • Review sub-recipients’ and partners’ internal control systems and procedures at each stage of the supply chain to assess they are adequate for minimizing risk of misappropriation, fraud, and any other irregularities.
  • Prepares timely evaluation reports documenting field observations.
  • Provides recommendations for corrective measures to mitigate existing or potential risks.

 

Required Languages – English, Chichewa

 

Travel – Must be willing and able to travel up to 75%.

  • Very good analytical skills with ability to detect and report inconsistencies
  • Conscientious, accurate and thorough with great attention to detail
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics
  • Good reporting skills
  • Proactive, resourceful, solutions-oriented and results-oriented
  • Knowledge and experience of the rural settings of any of the following districts: Nsanje , Mulanje and Phalombe.
  • Motorcycle valid riders licence.

 

Preferred Qualifications: 

 

Supervisory Responsibilities : None

 

Key Working Relationships: 

Internal   :Project Manager Health and Nutrition,  Project Officer and other CRS staff

External  : District Health Management Teams, Health Surveillance Assistance and other relevant stakeholders

QUALIFICATIONS

Basic Qualifications

  • Bachelors Degree in Nutrition, Supply Chain, Development Studies, quantitative and qualitative research or other related field. Master’s or professional certifications(s) in supply chain a plus.
  • Minimum of 3 years work experience in commodity management, logistics, distribution, or M&E, preferably with an international organization.
  • Additional education may substitute for some experience.
  • Experience in trend analysis, internal audit, or equivalent investigative assessment.
  • Knowledge and understanding of materials management and inventory control principles.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio).
