Malawi Energy Regulatory Authority (MERA)

A. INTRODUCTION AND BACKGROUND

The Malawi Energy Regulatory Authority (MERA) was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators.

An opportunity has arisen to engage qualified persons of Malawian origin to fill positions of Human Resource and Administration Manager, Senior Renewable Energy Regulation Specialist, Senior Fuels Regulation Specialist, Economic Regulation Specialist, Procurement Officer and Assistant Procurement Officer tenable at MERA Head Office in Lilongwe. Management therefore invites applications from suitably qualified candidates to fill the six
(6) positions on permanent basis.

The following are the required academic and professional qualifications, personnel, and work-related traits for the positions:

B. POSITIONS

Post: PROCUREMENT OFFICER

Grade : M5
Reporting to : CEO
Responsible for : Assistant Procurement Officer

Purpose of the Job

To administer and procure goods and services in line with Procurement Act and MERA policies.

Key Duties

a. Developing, implementing and monitoring procurement policies, plans, procedures, standards and regulations.
b. Interpreting procurement policies and regulations.
c. Preparing request for quotations and bid documents.
d. Coordinating closing, opening and evaluation of quotations and bid documents and preparing evaluation reports.

e. Administering procurement Contracts and ensuring delivery of goods and services in accordance with the contract terms and end user requirements.
f. Preparing minutes and reports for the Internal Procurement Committee and the Office of Public Procurement.
g. Liaising with requisitioning units to come up with correct product and service specifications.
h. Preparing contract documents.

Minimum Education Qualification and Experience

The ideal candidate for the position must:

a. Possess a Bachelor’s Degree in Logistics and Supply Chain Management/Logistics /Procurement and CIPS professional qualification.
b. Have three (3) years relevant work experience.
c. Demonstrate knowledge of the Energy Sector.

Competences and Personal Attributes

The ideal candidate for the position must:

a. Have excellent communication and leadership skills.
b. Be a team player with high level of integrity.
c. Be results oriented and be able to work under pressure and during odd hours.
d. Be decisive, self-motivated and assertive.
e. Be conversant with Microsoft packages.
